A good public record makes clear what authority was granted, by whom, for which purpose, and what evidence supports the decision.
The proof boundary
A citizen may present a narrow eligibility or participation outcome. The complete record remains holder-controlled; no universal person number or shared activity graph is required.
Public institutions should be able to evidence their mandate, declared purpose, spend, delivery and exception handling without pulling private lives into the record.
KYG is a public framework and pilot pathway. It is not a public identity registry, a social score, or a claim of statutory deployment.
